Beginning in 2017, the table is available in volumes of the CFR Index and Finding Aids publication on govinfo. You can download the entire CFR Index and Finding Aids volume or just the Parallel Table of Authorities and Rules.

At this time, it is not possible to download entire editions or complete titles of the Code of Federal Regulations (CFR) on govinfo as a single PDF file unless the whole title is comprised of a single book/volume. There are often several volumes (or printed books) across one title. For example, Title 49 is printed in 9 volumes. You cannot obtain the entire title in one electronic file because that is not the way the document is processed. The electronic volumes correspond with the print volumes.

I am trying to extract data from AWS S3. The code below helps me download a file. However if the bucket has multiple folders then the below code tries to extract the complete bucket and not a specific folder / sub-folder. How could I modify the below code to extract only a specific file in a folder / sub-folder

Following notification from the United Nations (UN), the ISO 3166 Maintenance Agency assigns alpha-2 and alpha-3 country code elements to new UN member states. The numeric country code is assigned by the UN.
However, the ISO 3166 Maintenance Agency may assign country codes to dependencies of countries that are member states of the UN. To be considered, some criteria, amongst others, include that the area be physically separated from its parent country and outside its territorial waters. Even if all criteria are met, the ISO 3166 Maintenance Agency may decide not to assign a code element, for example, due to the very limited number of official alpha-2 code elements available.
I would like to know if there is a way to download the entire folder as a zip using Python? (this seems to be the normal behavior when we download folder from SharePoint directly) Reference code in any prog. language is also fine.
On the overall issue, I still don't have a clean solution. It would be great if Microsoft can expose an API to download folder as a zip. But, for now, we are just planning to solve it by zipping the folders and then upload to SP. The downside here is, even if need a single file, I might end up downloading the entire zip.
I am planning to request my users to zip the folders and upload them in SharePoint, and place the frequently accessed files separately (for now, it is just one file that I have to access often). And when in need, through the SP Automation code, download the entire zip and unzip it programmatically after download. We decided to temporarily go ahead with this workflow.
I have a similar implementation in Python. But it is really time consuming. For a folder with 2 sub folders and 15 files within them and an overall size of 0.5MB, it takes around 6 seconds. I would like to understand if there is any other way to optimize and download the files faster, because in my real world use case, I need to download a folder of size 40MB with multiple nested folders and 500-600 files within it.
